Abstract:
Three jurisdictions that participated in a foundation-supported comprehensive juvenile detention reform initiative made significant strides in reducing inappropriate admissions, shortening processing times, and improving failure-to-appear and pretrial re-arrest rates. Author Bart Lubow offers their experiences as evidence that collaboratively conceived, data-driven policies and programs can transform many of todays chronically crowded, idiosyncratic detention systems into models of fairness, efficiency, and effectiveness.
