In 1964 the Criminal Justice Act, 18 U.S.C. § 3006A, created a system for appointing and compensating lawyers to represent defendants financially unable to retain counsel or other defense services in federal criminal proceedings. Judicial Conference policy supports a periodic, comprehensive and impartial review of the CJA program. The last such study was completed in 1993.
