Abstract:
The authors discuss the “front end”—the pretrial stage of the criminal justice process. They note the pretrial stage impacts detention and incarceration downstream, demonstrate how detention and mass incarceration are inextricably linked, discuss recent movements to incorporate science into federal criminal justice decision-making and sentencing reforms, and conclude that alternatives to incarceration programs can be a useful strategy that mitigates mass detention as well as mass incarceration.
