Abstract:
The authors use a recent inmate release initiative by Kentucky to examine whether there are public safety dangers associated with correctional officials moving some inmates back to the community prior to the expiration of their sentences. They assess recidivism patterns of a cohort of inmates released through sentence commutation and a matched control group of non-released inmates.
