About the Job
The Building Management Program Manager serves as a key advocate and liaison between the courts of the Fourth Circuit and the General Services Administration (GSA), serving as a subject matter expert (SME) on service management of public buildings.

Overview of Duties:
- Implements asset planning process to track and schedule maintenance, testing, repairs, upgrades, and replacements of critical equipment and building systems
- Works closely with GSA to manage service contracts and to resolve any issues
- Creates and maintains a comprehensive building inventory for all federal courthouses in the Circuit, identifying urgent repairs and long-term priorities
- Facilitates risk management reviews with GSA, the courts, and SMEs
- Tracks maintenance costs and establishes contingencies for emergency funding requirements
- Ensures GSA’s spatial data management drawings accurately reflect as-built conditions and area calculations
- Partners with physical security specialists and facility security committees to ensure security upgrades and countermeasures integrate with building infrastructure
- Identifies opportunities for cost savings in space utilization, building systems, and operational efficiencies
- Performs other duties as assigned or necessary

Qualifications
Required Qualifications:
- Bachelor's degree in a related field
- Two years of full‐time specialized experience in commercial building management that includes maintenance management
- Exceptional analytical skills, ability to self-manage, work independently as well as collaboratively with team members and in cross-department and cross-agency environments, and to manage multiple tasks and competing priorities simultaneously
- Outstanding communication and negotiation skills. Must be able to professionally and effectively communicate orally and in writing concerns, including those raised by Judges and facility oversight committees, with GSA, contractors, and vendors.
- Solid working knowledge of Microsoft Office products, including Word, Excel, and Outlook
- Professional demeanor and the ability to work well with professional legal staff, court personnel, vendors, and contractors
- Regular travel within the Circuit is required for evaluating building maintenance needs and for overseeing building system testing and repairs
Preferred Qualifications:
- Experience in or working knowledge of the federal Judiciary
- Experience in or working knowledge of the federal General Services Administration organization and their regulations
- Experience with Microsoft SharePoint and Project
