Position Description

The Project Manager is responsible for managing a portfolio of projects by providing senior level technical support for space planning, physical facilities, and security projects. The incumbent reports to the Chief Deputy Clerk.

Duties and Responsibilities

  • Providing services related to all aspects of space planning, construction, IT improvements, troubleshooting, for a portfolio of projects ranging from minor renovations to major.
  • Coordinating and facilitating the development of projects that involve multiple stakeholders and a variety of decision makers in the judiciary, as well as a number of federal agency partners.
  • Representing the judiciary’s objectives to ensure meeting project budgetary and scheduling goals.
  • Preparing periodic reports on project status and/or funding requirements to the Clerk.
  • Developing creative solutions to challenging space, facilities, IT issues within policy guidelines and funding restrictions.
  • Coordinating efforts of various entities to ensure timely action on accomplishment of successive phases of the work. Conduct periodic meetings with all concerned parties to review progress, discuss problems, and develop solutions. Ensure all concerned parties are advised of requirements, changes, problems, and potential solutions.
  • Utilizing software developed for computer assisted drawing and similar computer design technology to develop layouts, plans, blueprints, and designs.
  • Providing project management expertise overseeing assigned construction, renovation, remodeling, cyclical maintenance, tenant alterations and IT projects within the Court.
  • Collaborating with other courts and government agencies, including the GSA or Marshals Service, to ensure timely delivery of projects.
  • Coordinating project security issues with the U.S. Marshals Service as they relate to court space.
  • Managing and participating in meetings representing the needs of the court, discussing obstacles to project delivery and recommending solutions.
  • Perform other duties as assigned.

Qualifications

Applicants must have a bachelor's degree and at least two years of specialized experience in project management, architecture, interior design, IT or a related field. Familiarity with industry-standard cost estimating. Ability to understand and explain policies and procedures, negotiation is required. The successful candidate must have the ability to use tact and sound judgment and clear communication to deal effectively with judges, court unit executives, and other senior managers. Excellent oral and written communication skills are essential. Applicants must demonstrate well-developed organizational and time-management skills, along with a proven ability to prioritize multiple demands and meet established deadlines and commitments. The successful candidate must have the ability to work both independently, with limited supervision, as well as in a team environment. The ability to lift heavy items (up to 50 pounds) is a necessary function of the position. Regular travel within the district, and occasionally nationally, is required.

The successful candidate must be able to display professional and positive demeanor and appearance appropriate for a court environment (business/office wear-professional). As a condition of employment, the selected candidate must successfully complete a background investigation with periodic updates every five years thereafter.

Preferred Qualifications

A bachelor's degree in architecture or related field is preferred. Knowledge of AutoCAD, Revit, Sketchup.

Experience working with the GSA and knowledge of the U.S. Courts Design Guide. Advanced proficiency with Microsoft Office applications, including Word, Excel, Outlook, Teams, and PowerPoint.

This is a high-sensitive position within the Judiciary. The U.S. District Court requires employees to follow the Code of Conduct for Judicial Employees. Reference checks with current and former employers will be conducted. Only qualified applicants will be considered for this position. A preliminary background investigation with law enforcement agencies, including fingerprint and criminal record check will be conducted as a condition of employment. Employment is provisional pending the successful completion of a ten-year, full field OPM background investigation, and favorable suitability determination. Investigative updates will be additionally required every five years. Unsatisfactory results may result in termination of employment. Direct deposit is required for payment of compensation for employees. Employees of the District Court, Northern District of Illinois are excepted service appointments. Employees are considered at-will and are not covered by federal civil service classifications or regulations.
