Overview of the Position | The U.S. Pretrial Services Office for the Middle District of Florida is currently accepting applications for the position of Data Quality Analyst (DQA). The position will be in either Fort Myers, Jacksonville, Orlando, or Tampa and will be responsible for the integrity of the Probation and Pretrial Services Automated Case Tracking System (PACTS) database. The DQA will identify and correct data integrity or workflow irregularities and proactively determine and implement future corrective or controlling processes, whether technical or training related. The DQA will establish and maintain operating procedures, protocols, data security, backup plans, and user permissions. This position will be under the direct supervision of the deputy chief pretrial services officer. The person selected for this position will undergo a background investigation which includes criminal history, fingerprint and credit, and must be approved by the Chief Pretrial Services Officer. By statute, incumbent must be a U.S. citizen or eligible to work in the United States. |

Position Description
The DQA Chief performs duties and responsibilities that include, but are not limited to, the following:
- Maintains PACTS database information. Review, identify, and research the accuracy, timeliness, and quality of data entered in the case management database. Document and correct database errors, and/or provide functional instruction to staff on error resolution.
- Performs edits and corrective actions to ensure the accuracy of data, files, and records. Tests new events. Assists in providing executive leadership and management of the operations of the office to ensure expeditious handling of investigative work for the courts, and the effective supervision of defendants on pretrial release.
- Maintains accuracy and completeness of official case records from opining to final disposition. Checks the accuracy of daily data entries. Maintains user log errors. Reviews entries made to the PACTS system. Performs automated quality check on client records. Verifies case openings and closing.
- Develops and updates training materials, including on the job manuals
- Advises users on proper data entry, modification and retrieval procedures necessary to ensure the integrity of the database, develops revised procedures for data entry, and provides training to new employees on PACTS, as well as provide follow-up training and documentation to end-users on an as needed basis
- Manages and executes implementation plans for upgrades and modifications to PACTS
- Knowledge of the operational and business processes of Pretrial Services, including the correlation between data and workload credit, and the impact of data integrity on workload and statistical reporting. Responsible for ensuring all data that impacts workload formula and budget is correct.
- Maintains expert knowledge of Decision Support Systems (DSS), ability to write advanced database queries, accurately summarize and present visual and analytical data in understandable ways, implement solutions that lead to real-time operational intelligence processing
- Researches and recommends improvement initiatives to management for technical and operational processes
- Generates statistical, visual, and other reports for review by the management team and prepares reports regarding trends in statistical data which may be critical to the Evidence- Based Practices approach
- Assist financial administrator with creating awards for treatment vendors in the Judiciary Integrated Financial Management System (JIFMS)
- Works closely with the drug and alcohol treatment specialist (DATS) and is responsible for providing administrative, technical, and operational support in the administration of the drug and alcohol treatment services vendor contracts and billing requirements
- Performs other duties as assigned
Qualifications
Minimum Qualifications
To qualify for the DQA position, the successful applicant must have the following:
- A high school diploma or equivalent
- Two years of general experience
- At least one year of specialized experience
General experience is defined as progressively responsible clerical, office, or other work that indicates the possession of, or the ability to acquire, the knowledge and skills needed to perform the position’s duties.
Preferred Qualifications/Court Preferred Skills:
- Demonstrated use of data to problem solve and identify trends
- Strong attention to detail and organizational skills
- Ability to interact and communicate effectively (both orally and in writing) with individuals of diverse backgrounds and maintain a professional demeanor and presence
- Ability to demonstrate sound ethics and judgment and maintain court confidentiality requirements
- Ability to acquire the knowledge and skills needed to perform the duties of the position pursuant to national and local policies, procedures, guidelines, and processes
- Skill and ability to input, extract, analyze, and reconcile information/data from databases, reports, and paperwork for the purpose of reconciliation and problem solving
- Attention to detail and ability to independently prioritize and complete multiple tasks in a timely manner
Specialized Experience
Specialized experience is defined as progressively responsible clerical or administrative experience requiring the regular and recurring application of clerical procedures that demonstrate the ability to apply a body of rules, regulations, directives, or laws and involve the routine use of specialized terminology and automated software and equipment for word processing, data entry or report generation. Such experience is commonly encountered in law firms, legal counsel offices, banking and credit firms, educational institutions, social service organizations, insurance companies, real estate and title offices, and corporate headquarters or human resources/payroll operations.
Education above the high school level may be substituted for required general experience based on one academic year (30 semester or 45 quarter hours) equals one year of general experience.
Education may not be substituted for specialized experience because operational court support positions require hands-on experience to be credit as specialized experience.
