Overview of the Position | This is a senior level professional, managerial position, which provides leadership and supervision to the information technology department. The incumbent reports to the Deputy Chief U.S. Probation officer and ultimately the Chief U.S. Probation Officer and provides support to the staff of New York Eastern Probation. The incumbent is responsible for the communication, management, acquisition, deployment, inventory, operation, application, coordination, and training of personnel on automated systems within the agency. The position requires a strong customer service orientation and an ability to communicate in a professional manner. The position is in our Brooklyn Office, however, travel to the Central Islip office will be required as needed. |

Position Description
- Oversees the daily operation of the IT department, including analyzing workflow, establishing priorities, developing standards, evaluating performance, and setting deadlines.
- Conducts meetings and communicates relevant information to agency staff. Performs quality checks and ensures the effectiveness of the IT/AV systems and programs.
- Oversees the administration, operation, back-up, and support of automation, including network systems, remote access, desktop applications, computers, scanners, audio-video systems, telephones, etc., coordinates with national IT staff on all activities when necessary.
- Formulates, recommends, implements, and enforces appropriate IT/AV policies, procedures, and standards.
- Develops and implements both short- and long-term automation improvement plans, utilizing industry standard project management methodologies to effectively review and analyze the agency’s technology needs and plans for sustainment, refreshes, and modernizations.
- Develops system features to satisfy unique agency needs. Adapts national systems and/or participates in the planning for, and the acquisition of, specific systems for the unit.
- Oversees web development and management.
- Designs and develops special management reports as required by agency needs.
- Plans, manages, and controls the IT/AV budgets, expenditures, purchase plans, and equipment procurement activities.
- Ensures proper oversight for equipment and property inventory according to local asset management plans and national standards.
- Assists with the execution of both internal and national audits.
- Supervise employees involved in information technology activities, including assigning and reviewing work, evaluating performance, and recommending disciplinary actions. Develop and conduct employee performance evaluations. Assist in developing work standards. Supervise, delegate, and prioritize workload. Implement staff procedures and conduct staff meetings. Identify issues and resolve disputes. Maintain documentation, statistics, and employee records. Train staff on policies, procedures, and internal controls. Make recommendations regarding employee appointments, promotions, and separations.
- Assist in developing short-term and long-range automation improvement plans for the court unit, ensuring that changes can be implemented with minimal disruption at the court site. Supervise execution of implementation plans for major automated systems. Adapt software and documentation; perform testing; establish operating procedures; devise security systems for hardware, software, and data. Establish training in system use and capabilities.
- Advise management in all areas of automation needs, objectives, and capabilities, including anticipation of future requirements and problems.
- Develop budget justification for system equipment, up-grades, and normal operations. Assist in monitoring or approving expenditures for automation operations.
- Develop specific system features and adapt programs to satisfy court needs, including making adaptations to a national system or participating in the planning for, and the acquisition of, a specific system for the court unit. Maintain a library of software, including documentation of locally developed material. Prepare flow charts.
- Develop special management reports for different elements of the court unit. Oversee the automation maintenance program.
- Abide by the Code of Conduct for Judicial Employees and court confidentiality requirements. Demonstrate sound ethics and good judgment at all times. Communicate effectively (orally and in writing) to individuals and groups to provide information, translating and documenting technical terms into non-technical language. Interact effectively and appropriately with others, provide customer service and resolve difficulties while complying with regulations, rules, and procedures. Foster effective and collaborative internal and external working relationships.
Qualifications
Applicants must possess a four-year degree from an accredited college or university. Three to five years of specialized information technology and automation experience is required. Prior management experience is preferred but not required.
