Overview of the Position The U.S. Probation Office for the Middle District of Georgia is accepting applications for the position of Deputy Chief U.S. Probation and Pretrial Services Officer, Type II. The Middle District of Georgia encompasses 70 counties. There are four District Court Judges, two Senior District Court Judges, and three full-time Magistrate Judges. The Probation Office is headquartered in Macon and has divisional offices in Albany, Athens, Columbus and Valdosta. The Deputy Chief Probation Officer Type II assists the Chief Probation Officer in all areas of the administration and management of the U.S. Probation Office in the Middle District of Georgia. This position is the second-in-command or “alter ego” of the Chief Probation Officer. The ideal candidate will have thorough knowledge of the Federal Probation and Pretrial Services system and possess extensive management experience.

Position Description

Representative Job Duties and Responsibilities

  • Oversees staff activities. Manages administrative aspects of office operations. Develops office policies pertaining to personnel management, planning and quality control.
  • Oversees internal controls for the district and is responsible conducting a yearly district internal controls self-assessment I collaboration with the District and Bankruptcy courts.
  • Completes periodic status reports within the required time frames. Ensures that supervisors clearly understand Federal and Administrative Office policies and properly train staff.
  • Assists in managing and supervising all supervisory probation/pretrial services officers (directly) and all probation/pretrial services officers (indirectly) within the District, including recruiting, selecting, evaluating staff, and designing or managing staff training programs. Assists in providing executive leadership, management, and supervision of all operations of the office. Serves as point-of-contact for the office. Assumes the duties of the Chief Probation Officer in his absence.
  • Assists in ensuring statutes, monographs, guidelines, case law, and rules pertaining to pretrial and presentence investigations and pretrial and post-conviction supervision of federal defendants and offenders are applied and adhered to appropriately. Monitors the supervision of services provided to defendants and offenders. Conducts special investigations and prepares reports.
  • Assists in developing, administering, executing, and monitoring the budget. Assists in certifying financial transactions of the office.
  • Assists in managing the development and implementation of the safety and firearms programs for officers, as well as search and seizure responsibilities.
  • Assists in promoting and maintaining conditions that encourage staff loyalty, enthusiasm, and morale.
  • Assists in formulating, implementing, monitoring, and modifying office, district and Judiciary wide policy involving collaboration with judges and other court personnel. Assists in developing and executing strategic plans. Interprets and applies the appropriate court statutes, rules and operating procedures. Interprets and applies the Guide to Judiciary Policies and Procedures.
  • Assists in developing, managing, and monitoring all staff training programs to ensure compliance with minimum standards. Implements and ensures compliance with the officer integrity program which includes background investigations, re-investigations, random drug testing, and medical standards. Travels to district branch offices to assess and evaluate activities among offices. Ensures that officers and staff are fit for duty and adhere to the Code of Conduct for Judicial Employees. Assists in setting measurable standards and expectations to ensure consistent implementation of the policies and procedures among divisional offices. Promotes and encourages involvement in public outreach programs through public speaking, job fairs, public education, and internships.
  • Assists with developing, implementing, and enforcing policies and practices in relation to, and which may include:  procurement of services and goods; human resources; training; information technology; emergency preparedness and disaster recovery; property management including General Services Administration fleet vehicles; and space and facilities.
  • Works with the Administrative Office of the U.S. Courts, Federal Judicial Center, U.S. Sentencing Commission, Federal Courts, and other governmental agencies having business before the Court. Ensures appropriate statistical reporting to the Administrative Office. Provides subject matter expertise for judicial committees and judges’ meeting.
  • Performs related duties as required by the Chief Probation Officer and the Court.
  • Must be a team builder who works well with others to achieve consensus, to increase a sense of community, and to stimulate innovative approaches to situations.

In addition to the above Type II responsibilities, the Deputy also performs all unit executive duties in the absence of the executive.

Qualifications

To qualify for a position of Deputy Chief Probation Officer Type II, a person must possess the following years of specialized experience, one of which must have been at the next lower grade level or its equivalent.

Education Substitutions

Completion of one academic year (30 semester or 45 quarter hours) of graduate study in one of the social sciences may be substituted for one year of the specialized experience; or completion of a master’s degree or two years of graduate study (60 semester or 90 quarter hours) in an accredited university in one of the social sciences or a Juris Doctor (JD) degree may be substituted for two years of the specialized experience.

General Experience

Applicants must be U.S. Citizens or eligible to work in the United States. The court requires employees to adhere to a Code of Conduct which is available upon request.

In order to meet the hazardous duty retirement requirements for Federal Law Enforcement Officers, the applicant must have been appointed to a qualifying federal law enforcement position prior to their 37th birthday and must have at least three years of primary law enforcement (line officer) experience. An appointee who does not meet the above requirements will not be eligible for the enhanced hazardous duty retirement package.

Prior to appointment, outside applicants considered for this position are subject to a full background investigation, physical examination, and drug screening. In addition, as conditions of employment, the incumbent will be subject to ongoing random drug screening, updated background investigations every five years, and may be subject to subsequent fitness-for-duty evaluations.

Specialized Experience

Progressively responsible experience in the investigation, supervision, counseling and guidance of offenders in community corrections or pretrial programs is required. Experience in closely allied fields such as education guidance counselor, social worker, caseworker, psychologist, substance abuse treatment specialists, and correctional research may constitute a portion of the specialized experience. Experience as a police officer, FBI agent, customs agent, marshal or the like does not meet the requirements of specialized experience. Specialized experience must be earned after the bachelor’s degree has been granted.
